Making complex WHS legislation genuinely learnable for government agencies

The problem

icare is one of Australia's largest insurance providers, delivering workers compensation insurance to more than 338,000 public and private sector employers in NSW and their almost four million employees.

Many NSW government agencies struggle to apply Work Health & Safety legislation in practice; consulting workers on safety, managing physical and psychosocial risks, and developing effective controls across both hazard types.

 

icare identified a need to build this capability across WHS professionals in the sector, in a way that reflected NSW legislation and codes of practice and could be accessed flexibly across agencies.

Our solution

We developed an interactive eLearning module in Articulate Rise: an 11-lesson program accessible via the icare Risk Education Express Learning Management System.

 

Navigation is open, allowing learners to complete the program sequentially or go directly to the lessons most relevant to their role.

The module drew on a range of instructional design approaches to bring complex legislation to life:

  • Narrated videos with animated scenarios and voiceovers to bring the content to life and contextualise it for a government agency setting

  • Embedded Articulate Storyline blocks for interactive scenarios, giving learners the opportunity to practise applying what they'd learned

  • Learning challenges at the close of each lesson to help learners translate knowledge into action back in their roles

  • Templates, conversation guides, a participant workbook and worked examples available both within the module and as standalone resources in the LMS for use in the flow of work

The outcome

The module was soft-launched to Risk Forum attendees and, following positive feedback, rolled out to WHS professionals across all NSW government agencies.

 

Early adopters reported a clearer understanding of WHS responsibilities, leading to more proactive risk management and a stronger safety culture within their teams.
