Empowering NSW government agencies to strengthen workplace safety and compliance.

The problem

Many government agencies struggle to apply NSW Work Health & Safety (WHS) legislation, consult workers on safety, and manage physical and psychosocial risks effectively. Without clear guidance on developing controls for physical and psychological hazards, they risk non-compliance and workplace incidents.

 

icare, one of the largest insurance providers in Australia, provides workers compensation insurance to more than 338,000 public and private sector employers in NSW and their almost 4 million employees. 

 

icare decided to develop an eLearn to build knowledge of workplace health and safety legislation and its application in the NSW public sector. This was to include adopting a systems-based approach to risk management of both physical and psychosocial hazards in accordance with NSW legislation and codes of practice.

 

The eLearn was to be made available to WHS professionals in NSW government agencies.

Our solution

We developed an interactive online module in Articulate Rise to upskill WHS professionals in NSW government agencies. This included:

  • An easily navigable module comprised of 11 lessons, accessed via the icare Risk Education Express Learning Management System.

  • Navigation is open, enabling users to either complete the entire eLearn sequentially or just select the lessons of the eLearn that are most relevant to them.

  • Various instructional design methods are used to impart knowledge, including narrated videos with content brought to life and made relevant to the users through animated scenarios with voiceovers.

  • Interactive scenarios included to enable the learner to practice what they have learnt. Achieved through embedded Articulate Storyline blocks to get the best of both authoring options.

  • Learning challenges are included for the users to action the learning back in their roles. This is how the learning is transferred into action.

  • Resources (templates, conversation guides, participant workbook, worked examples) are available within the module itself, and as standalone resources in the Learning Management System for ease of use in the flow of work.

The outcome

The eLearn was soft-launched to Risk Forum attendees and following positive feedback, launched to all NSW government agencies.

 

Early adopters reported their people have a clearer understanding of their WHS responsibilities, leading to better compliance, proactive risk management, and a stronger safety culture.
